Default Puerto Rico wifi or internet cafe that isn't an arm and a leg


My friend is going to Puerto Rico and asked me to investigate wifi or
internet access availability.

The short story I've found is that it looks terrible in terms of spots
outside of hotels and airports.

She has T-mobile hotspot access, but I don't think that's going to help
her anywhere except the airport.

There seem to be a few internet cafes, but the rates they charge are
truly excessive.

Is there anything generally available in terms of wired (e.g. Internet
cafe) or wireless access that isn't going to be a killer?

$3/hr is pretty ridiculous IMHO. Should be possible to get it for a
third that, especially for extended use.

PR looks to be expensive across the board, which is surprising.
