Default Negative Tidal Surge

Yesterday while out sailing on the East Coast - and what a lovely day
for it - Thames Coastguard made a securite broadcast warning of a
negative tidal surge in the southern North Sea. The only implications
I can think of is that the bottom might be a bit closer to the keel,
but as it was close to neaps yesterday that shouldn't have been a real
problem. I did a bit of a google but am really none the wiser [the MCA
state how to report it but not really what it is]. Has anyone got any
idea of any other problems other than the water being a bit lower than
normal?

That's exactly what it is. It means that at any given moment there will
be less water than tidal calculations would indicate. For some
activities that can be significant.
