Ah, but the marine one will be optimized for long life and unstoppability,
rather than power for a given weight. They could well have de-rated it to
30hp max (and a lower max revs) instead of 60hp, to treat the internal
components more gently, to make cooling it easier (so it blows up less
quickly if the coolant is blocked) to make it quieter, less vibratory, more
economical?
Sorry, to put that less verbosely, it's the two similar looking engines
that aren't the same thing at all, not the HP!
