Indeed that was the case - the paint was supposed to wash off, but didn't.
With the filming done on the Newcastle-Carlisle line (IIRC), 37093 was taken
to Stratford for a repaint back into standard blue.

No, but if carried it must be legal. Counter-examples: Honda Accords,
which come with a sealant/inflator spray and no spare wheel.

I think nearly all BMWs now come with run-flat tyres and no spare by
default. Even if you can buy an optional spare, it'll be a skinny space
saver. That presumably also applies to the Mini as well (and RR too?).
And, of course, even if a car has the now rare luxury of five full size
tryes, if you get a puncture and replace a wheel, you'll be driving for
a while with no usable spare, so it can't be mandatory to have one.

Yes, that's one of a number of things that put me off buying yet another
5-series last year, after having had a series of them from 1988. For a
variety of reasons, I bought a car that does have the option of a
full-sized spare (which I took). But the huge, (and, in my view,
unnecessarily) wide and heavy wheels of many modern cars do steal a lot
of boot space, which is why so many manufacturers no longer offer
full-sized spare wheels, even as an option.

It was once said that the steering wheel on a BMW was an extra-cost
option. (And don't laugh, paint really was an option on Transit vans).

There are huge numbers of drivers whose knowledge stops well short of
that point.
