it will need quite a lot of houses knocking down, some bridges
replaced and quite a few motorway to highway links closed.

The simplest way to do it (though probably not worth it) would be to divert
the Preston to Ormskirk service via a reinstated spur to a new bay platform
at Burscough Bridge, and extending the Liverpool to Ormskirk service via
another reinstated curve to another bay platform also at Burscough Bridge.

This bit interests me.
Maryport station is a single platform on the down [1] side, but there
is an up track too, with no platform. Up trains calling there have to
cross over to the down line and back to do so.
Was there ever an up platform (i.e. did the Carlisle & Maryport build
one?).

Which other stations on double track railways only have a single platform?
Bromsgrove was like this for a time, when it only had a very limited
passenger service, but it now has two platforms, and there is talk of
resiting it so that it can get longer platforms. Dunbar only has a single
platform, on the passenger loop on the up side. Polesworth currently only
has a single usable platform on the down slow, but up trains are unable to
call there at all.

Given the frequent signal checks for almost every train in which I approach
Preston, I doubt that an hourly service is practicable with a single unit,
even if the Preston - Ormskirk schedule is reduced to 25 minutes. Or, the
amount of lateness would steadily increase throughout the day - until they
decided to cancel one round trip.

The proposed road is intended to cross the alignment, but it won't be in
place in the near future, if ever: it's not a short piece of road, and
it's going to be expensive.
'Ormskirk bypass' is a bit of a misnomer too, the thing would be more a
'Southport spur from the M58'.
