I wouldn't call it a "right to access any bit of the network you
wanted", but like a car licence or a British Waterways boat licence, or
a CAA aircraft licence, if there's a scheme whereby a qualifying
car/boat/loco/plane can be issued with a "permit", then that implies you
are "permitted" to use the car/boat/loco/plane according to some set of
widely understood restrictions.
