But good old Virgin could also have made the same effort many times over the
last few years, but never did. They're presumably only doing it now because
someone else, ie Network Rail, is covering their full costs owing to the
decision that the work has to be finished this year...

If you withdraw the Voyagers, then they might [1] re-instate the rest
of the Mk3s that are rotting away somewhere, and possibly haul them
with some more 67s. Then you'd have been right (if, of course,
they're carrying fitters....)
