I think you've missed the point completely. The reason for having an
honesty box is to avoid the queues and till-operation/cash-handling
required for numerous very small transactions. If there is a person
stood there it's to make sure people pay at all.

Yes, because he could be a drug dealer as well.

A bit late, because I didn't look at this thread before it was
resurrected, but is it to make sure that all people use the box, or is
it to make sure that one person doesn't nick the box? I spose it
depends on the nature of the box.
