Probably because the through line is still open for freight
and occasional passenger charters and diversions.

When the line was first electrified, the plan was to build a bay at
the eastern end of of the Helsby-bound platform and run the DMU
shuttles into that, so that the Hooton-bound line could still be used
(there was still the occasional Chester-bound oil train at that time
that ran via Hooton). However the service to Helsby, Warrington BQ
and Lime St via Earlestown was lightly used and soon cut back to the
current four of trains each way - presumably the operators and Network
Rail didn't deem it cost effective to proceed with the necessary
building & track work for such a paltry service level, so the layout
was left in it's current state.

Are there still the odd MGR by Freightliner still passng through the
station to and from the Helsby direction?

There is a daily 'as required' path for this. Coal imported
through Manisty Wharf,Ellesmere Port heading for Fiddlers
Ferry Power Station.

Manisty Dock to Fidlers Ferry PS twice a day, usually. I've got so used
to the rumble as they go through Frodsham that I rarely notice them,
which is why I put "usually".
