Default these new eco-towns and the railway

I don't know the exact locations of these new eco-towns
but surely these new eco-towns should be built right next to a current
railway line, where a brand new station could be built.
Not very far(say five miles) from a very large railway station.

A time-traveller to Stockport before the arrival of the car
would struggle to describe it as an 'eco-town' with dozens
of factory chimneys, not to mention steam locos, belching
out filthy smoke into the atmosphere...

True, I suspect he has confused problems associated with the
industrial revolution and the number one source of urban air pollution
in the modern de-industrialised economies of today, or maybe he's
thinking of China and India's astonishingly rapid addiction to the car?
