Is that Act still in force?

Its a fact though that all these tickets are still subsidised by the
taxpayer. I believe that Gatwick Express was the only TOC that covered
its operating costs.
Perhaps it would be fairer if the true cost of journeys were to be
calculated and a government subsidy discount deducted. I reckon
Manchester to London would come in at well in excess of £1000 given
the amount thats been spent on the WCML.
