AIUI it is a chord from the flyover line to the Down Slow Trent Valley north
of Nuneaton. This will allow freight from Peterborough and Leicester to
reach the Down Slow towards Stafford without crossing the Up Slow and Up and
down Fast Trent Valley.

That seems to be the idea, but I'm surprised it still needs to meet the
approval of the local planners as AFAICT it has been in the plans for a few
years, i.e it isn't a new idea now... Fortunately it looks like there are
no local residents on the route from the Google Earth overhead...

Presumably it would join the WCML more-or-less at the site of the former
Tarmac Hartshill quarry sidings?

Will that mean it would also be possible to reinstate Coventry -
Nuneaton - Leicester/Nottingham/Lincoln trains which were cut back to a
Coventry - Nuneaton shuttle when the lines were reorganized a few years ago?

It would presumably be possible now, if the trains ran forward on the
Birmingham line, then reversed over the flyover. One suggestion was that the
chord from the flyover would also be linked from platform 1 to enable trains
from Coventry to run forfward on to teh chord, then reverse over the
flyover. However, it does not seem likely that these possibilities will be
translated into actual train services.

Of course if they just reinstated the southern fly under instead they
could kill two birds with one stone.
