I fail to see any connection between my original post and your comment
about an HSL route - In addition to restricting Gloucester services ,
the single line from Swindon to Kemble inhibits the use of this line
as a diversionary route from London to South Wales - in the same way
that until rebuilt the S&C did not provide an effective diversionary
route for the WCML from Preston to Carlisle.Walling Wales off for the
weekend really isnt good enough - the journey may will take slightly
longer, so does a drag over the S&C, but will not involve decanting
    passengers on to coaches..

Does the Severn Tunnel have sufficient clearance for a hypothetical
    electrification?

If not, some major engineering work will be required long term anyway.

If clearances need to be extended, this would involve re-lining the
tunnel anyway which could at the same time permit the ingress to be
    fixed.

I can imagine that this would require a closure of very long duration,
with some alternative route or large-scale bustitution being required.
