AFAIAA at what are known as NR Major Stations the domiant TOC does the
managing, at Edi that would be GNERv or Scotrail, at Leeds it is Northern,
but there are no NR people actually concerned "on the ground" with trian
running, dispatching etc. The only difference between a Major Station and
a normal one is that at a normal one the TOC pays rent to lease it and is
in control of the faciliites, fabric, eg for dilapidations and
redecoration etc., wheras at MS NR looks after its own.

I would not expect at see NR operartionally involved at an MS., maybe the
guys you saw were simply checking all the new bits, which are thier
responsibility, were working OK??

No Steve, there have been uniformed non-TOC staff at Edinburgh since
the days of Railtrack. There is even a staffed Network Rail Reception
office where you can pick up a copy of Rail News but I've never seen
it being used for any other purpose. Quite what the "floor walkers" do
is a total mystery? There was certainly no sign of them checking
anything as they were just standing in groups passing the time of day.
The only parallel I can think of was when a lot of bus/coach stations
became managed by local authorities and put in their own control staff
to do, well, not very much whilst the bus company operations staff
pretty much run the show. Something else to contemplate when people
bang on about how inefficient everything used to be in previous times.
