Just looked at the EWS web-site, where there is a response to a Daily Mirror

You don't have to sign it to be covered by it so the last sentence is not
meaningless.

The only person to sign the Official Secrets Act (or, strictly speaking,
Official Secrets Bill) was Betty Windsor. Mere mortals sign a piece of
paper which certifies that they have read and understood the provisions
of the Act.

What are "they" in all honesty going to do with the train?

You can get to it but it's not going anywhere...

AIUI the paper claimed they could fit a time bomb to it so it would explode
while passing through Reading. Mind you if it went off passing over the
Oxford Road Bridge it would do everyone a favour.
