Default Obscure Tyne & Wear Metro Question

Do they not use Network Rail lines partially between Newcastle and
Sunderland? Therefore one would assume that they must be TOPS
registered?

Share tracks between Pelaw and Sunderland, ans of course use lots of ex-BR
track elsewhere. Don't know about the TOPS thing though.
