Default Choice of CTRL-DS trains

Hi,

Why did the government choose the Hitachi trains for the CTRL domestic
services?

Wouldn't it have been better to get some more TGVs with support for the
third-rail? After all, they've already been designed, it'd just be a
matter of making them.

I assume that Hitachi will have to do a reasonable amount of R&D around
the third-rail compatibility, and that might account for some of the
delay in rolling out the CTRL-DS services?

(apologies if this is a naive question - I don't know much about
trains! :) )

The V-Train - yes, it's done both AC overhead and third-rail testing.
