What off-peak restrictions? AFAIK the only restriction is that the Network
Card cannot be used before 10:00am M-F.

As a regular Network Card user I'm aware of that - but I wouldn't call it a
restriction. A £10 minimum fare does not restrict where you can or cannot go
or when you can do so. However, as you say, it may limit the usefulness of
it.
