Default Wenselydale Railway TOC

The Wenselydale railway is a TOC with track maintained by Network Rail
Why is it not listed in the NRTT ?

The Wensleydale Railway's track is **not** maintained by Network Rail,
except that, before it was handed over to the company Network Rail did some
maintenance work to ensure that the line was fit to carry the military
trains to Redmire.

Any other maintenance, and improvement work, is the responsibility of the
Wensleydale Railway Company.

I understand that this needs quite a bit of work on it before it is
fit to run, which is one of the reasons it hadn't run on the ELR for a
while.
