Default Emergency stop with ABS - when to depress clutch?

Worst case, track 5', turning circle 30' so outside radius 15', inside
radius 10', outside wheels turning 50% faster than inside.

What kind of speed would you say is 'where ABS is relevant?
What difference would you describe as 'virtually the same'?

15' inside radius, 20' outside radius, outside wheels turning 33%
faster than the inside.

5% would mean a radius of 100', certainly over 30mph.
