Not everyone who has a visual impairment is completely 'blind', so the slabs
can be effective in different ways for different people. Some people will
benefit from the information given by means of the contrasting colour -
others will benefit from the tactile surface. The OP realised this.

Yes, they can help a great deal. My mum and step-dad (when he was still
alive) found them to be of enormous benefit. Neither of them are (were)
completely blind and used this kind of street 'furniture' to help them get
around. It's not only crossing a road where they really benefit people,
they also give them a definite datum point so they know exactly where they
are in relation to their overall journey.

Yebbut that's just local council incompetence ... ;)

My daughter isn't completely blind. Contrast help in determining
things.
