Default Mooring Tenders

Chatting while waiting for a lock, another boater (who said he was
trying to find a mooring) alleged to me that some mooring vacancies were
appearing on the tenders site only after the tender period had closed,
but with an apparently successful bidder. Has anyone come across
anything like this, or was he talking bilge?
