Just one clarification: EASA (or whichever authority) only certificates
an airplane if somebody (usually the manufactorer) applies for it.
Cirrus didn't bother to apply for European certification for a long
time, presumably for the same reasons as Diamond which didn't rush to do
so in the USA for the Thielert Diesel.
