The latter. Ryanair will sell it to anyone who wants it (and I think
it is included with web check-in), which on my Luebeck-Stansted flight
resulted in two queues of equal length, priority and not-priority.

Easyjet, by comparison, will sell it to only a set number per flight,
somewhere around 20 I think, so it is a much more useful commodity
there and is very nearly a guaranteed extra-legroom seat.

Obviously a while since you were on a Ryanair flight. Children do not
get priority boarding now unless they pay for it like anyone else.

Seems to work quite well for your £2 a head, but largly depends on how
many people buy the plan. On my flight yesterday there was about 12
priority punters and the rest in a scrum, for 1-65 and 65 to the end.
