They always do it, and it's probably to stop the farce that occurs in
the US whereby people end up paying companies to check in for them and
get A-group boarding cards unfairly. They also reason that those using
the online checkin want to arrive as late as possible (given the
15-minute cut-off) and so won't mind. Given that you can't check in
online with luggage at present, it also prevents people with luggage
being unable to get A-group cards.

Given that I normally turn up religiously 2 hours before a budget
airline flight to get an A-group boarding card and therefore the exit
seat (I'm rather tall) that sounds fair to me.

Why is it "unfair" to do online checkin? The airlines are trying to
encourage us to do it!!

That's a big assumption. What I'm trying to avoid is standing in an
unnecessary queue for half an hour.

So this is all about tall people and these "exit" seats?

It is unfair if people can pay companies to jump the queue for them.

It is fair if people get the pick of seats in the order they turn up to
the airport, IMO. I am happy to turn up and check in 2 hours
beforehand to get this choice.

It *certainly* isn't fair if people not checking luggage in are the
only ones with a chance of getting an A-group boarding card. I'd
accept online A-groups once EasyJet allow you to check in online with
hold luggage.

Some of it is, yes. Try being 6'4" and long in the leg and you'd know
what I mean.
