Default limit to what you can bring back to the U.K.

coming back in to the u.k., a friend wants to bring in as many cigarettes
as possible. what please is the current limit to the number of packets that
he can bring back in please? how fussy are they about a few packets over
the limit?

No limit - just pay the excise duty on what HMC&E considers to be "more than
for personal consumption".

From within the EEC, local tax paid,for personal use,-- above 2000 might
raise some eyebrows.
From outside the EEC, 200 duty free only.

From the EU its whatever UK customs "agree" is for personal use.
UK customs Cigarettes allowance is around 3000 per person, HOWEVER if
returning from Spain the limit as far as Spanish customs are concerned is
either 800 or 1600 per person ( not sure which) any more and you are
required to get some permit, I was called down to my checked baggage in
Barcelona airport about 5 years ago and asked what was in the checked and
locked case, I told them Cigarettes, but it was under the EU "limit."
The Airline official who'd escorted me down to the baggage explained about
the Spanish limit, luckily Spanish Cutoms/ Airport police let it go.

And only from the 'old' countries

As the new countries have not increased their excise
duty to some minimum amount the limit from these
countries is the same as from outside the EU.
