I have heard (but don't know if it is true) that 'the authorities' in the
USA can do 'customs' checks at state borders - particularly where cheap cigs
can be bought at Indian reservations. Maybe one of the resident locals knows
more :-)

There are what amount to customs posts on some of the Interstate
Highways, but these are restricted to commercial vehicles (including,
the signs say, hired vans). The ones I've seen weren't open weekends.

I think they are mainly doing agricultural inspections (some states have
restrictions on what can be "imported" due to pests etc). I don't know
what they'd do if they found a huge consignment of cigarettes, but many
states have strict laws on commercial import of liquor, and they may
well check the paperwork.
