It is departure tax and is collected in many countries and is sometimes
quite complicated (Venezuela, in my experience).
Some countries collect a fee on entry instead, some collect fees on entry
and departure!
£7/$13 is not a lot compared to others.

I remember having to cough up some cash to leave Hong Kong (but this was
many years ago).

Yes, but one normally expects these fees to be included in the "taxes"
part of what you pay for the ticket.

I'm going to have to cough up on departure from Sri Lanka next month.
However, as 500 Sri Lankan rupees equates to the pricely sum of
two pounds eighty-three pence I'm not exactly worried . . . it is,
after all, considerably less that HMG is charging me to go in and
out of LHR.

Peru, Lima charges 25USD in cash on exit - I think they now operating a
currency exchange if you need it - but I dont know what rate they give.
Turkey wanted 10 GBP on entry the last time I went - I think US citizens get
