With a new intended huge increase in Air Passenger Duty imminent can
you avoid it by say flying KLM to New Zealand? If you fly from
Birmingham to Amsterdam and then onwards to NZ will you only pay APD
on the trip to Amsterdam? Or have they already thought of that?

If you buy separate tickets it'll work, but otherwise I'm sure they
thought of it and charge APD on your ultimate (not transit) destination.

My own experience is that a KLM flight via Birmingham is cheaper than
*just* the onward flight from Amsterdam, so separate ticketing isn't
    worth it anyway.

And - be very careful with separate ticketing. The airlines are getting
difficult about it and although it's patchy there are plenty of stories
around about people being refused through check in and even having to buy
new (= expensive) tickets when they miss a flight.
