2 years ago, I took a teenager (my daughter's friend) to Mexico from
the US. I realize that I wasn't a relative, so some things may be
less stringent. However, among other things, I had to have notarized
documents from BOTH parents (hers were divorced) stating that I had
permission to take her out of the country. I also had to have copies
of her custody agreement and health/medical forms so that if an
accident happened I had permission to authorize treatment.. Her
documents and ours were checked much more thoroughly, and we were
pulled out of line for extended customs checks both ways. Evidently
there's a group called International Child Find that has made it much
more difficult because of international non-custodial parent
kidnapping. We were told that if one parent was dead, we'd have to
have copies of death certificates as well. Check with the Consulate
and they can tell you all about what you need. Do NOT trust your
travel agent. Ours was wrong on several points.
