I suppose because you will find a lot of anti-black sentiment
(or at least vast cultural gaps between black & non-black) in
places like southern France or Italy, and many parts of Asia
or S.America.

Caribbean is a good bet, and in Europe it's difficult to say
what's best but the more north you go the more it'll be like
your experiences in the US, though that's the case the more
urban you go. The more rural you go (in any country) the more
racist attitudes or difficulties you (may) encounter. (Such
holds for the UK, for example).

Funny you should mention this. I once had a very dear friend from England
who married a black man and was shocked at the negative feedback she got
from local residents (North Carolina). She simply couldn't understand it.
Once she said to me in her charming Cockney accent "You know we don't have
any of this racial stuff back home in England, we didn't have the civil war
there".

From this statement I just always assumed that there was no racial prejudice
in the UK. I am suprised to hear that there is.
