Default Cell phones in flight

Does it need to be turned completely off, or is it ok just not to
make/receive any calls? It would be pretty tough to talk on the phone
while flying, but I do forget to turn it completely off sometimes.

In New Zealand there are no laws forbidding mobile phone use on private
flights. I know of one pilot who phoned the tower for a landing
clearance from his plane when his radios failed. I've been told by one
of the Aero Clubs charter pilots that cell phones interfere with ILS so
apart from instrument landings you can pretty much use them whenever
you like. You are not allowed to use them at all (they must be
switched off) on commercial flights though.
