The DE I use will usually spend about a 1/2 hour going over records and
paper work before the test actually begins. If everything is in order
and the Applicant and aircraft are qualified to take the test he will
tell them the "Test is starting now." from this point on there only 3
possible out comes, the test may be discontinued by the applicant or in
rare cases by the DE. A failure notice or pink slip (probably not the
correct terminolgy), or a Temporary Certificate.

In CD's scenerio he probably would have never got to starting the test,
and he would have just told applicate to come back when he had all the
requirements. He then would have probably spent at least an hour or
more just discussing IFR Topics with the applicant just to see how
ready the applicant really was and possibly recommend that the
applicant work on a few area's.

This technique helps the applicant for more at ease with the DE since
the applicant has a better idea what to expect when the actuall test
occurs. For the DE this is simple prevention to make sure there is not
a 3rd try required for the test.

I have a really good DE that really does try to do everything possible
to ensure the applicant meets the standards.
