Consider a pair of bodysurfing fins.

My wife has a pair and the only real "problem" that she has with them
is that they have a more complex set of straps...its like a
conventional heel strap, but it has a second strap that goes up and
around the ankle.

Aqua Sphere Zip fins are fine for a pool;

- but taking them out in the ocean might be a safety risk; what with
currents and such

Suggest U.S. Diver Splitflex fins; they are about twice the blade size
and can move enough water to get you to

safety if needed, but are fairly light

Also consider Cressi-Sub Clio fins; which come in sizes.
