Water heater problem or plumbing problem?

I think Steve is right. I have check valves on both sides of the hot
water tank. Last year one went bad. It allowed an initial flow of hot
water then restricted the flow. Just hot water barely trickled but
anything less than straight hot was mostly cold.

How about this senerio.?? My water heater is plumbed through bottom of MH.
Water is resonably hot- especially if I have been using it for a while, but
then the water that was sitting in a cold area of the MH has to work its way
up to the shower faucet. So I get cooler water then hotter water.

Wonder how many minutes OP has waited to get really hot water.?

Steve, a stuck check valve on the output of the water heater would
reduce flow or close flow, it would not cause the water to be warm. In
this case, there is full pressure.

I must admit, even if it isn't so, it is a nice observation.

It still could be a faucet that failed internally.
