If you are in a park with low pressure, the pump will run when you open
a faucet and the pressure gets low enough. A neighbor of ours in the
Lake Corpus KOA learned that lesson while burning out two pumps in a new MH.

I don't think they make a smart water heater.
Every electric water heater I have ever seen has big stickers all over it
saying ?make sure the tank is full of water before turning it on".
