Default the 63rd St tunnel

In a recent edition of "Life on Mars", which takes place in NYC in
1973, I thought I heard a reference to the 63rd Street tunnel.

When did they start contemplating this tunnel? When did the trains
start running to Roosevelt Island? When did it connnect with the
Queens Blvd line? I thought it opened in the 80's. Was it like the
2nd Ave Subway and took decades to build?

Correct me if I'm wrong, but isn't there a level for commuter trains
which is under construction? Won't it connect to GCT? When is that
scheduled for completion? I assume this is to relieve congestion in
the East River tunnels? How much capacity will be added to LIRR?
