Maybe you should take yourself up to 207 St and Tenth Ave and take a
look around. Even from street level you can see into the yard. | |

As long as you're in a public area and you're not interfering with
operations or traffic flow, no there is NOT.

And if in a station or said public area owned by the TA, not using a flash
or tripod. And there are no rules on public streets as far as the
photographer's transit subject, whether train or yard or station or facility
of any kind.
The only exception in the NY Area is the PATH, where, as we know, the Port
of Authority believes the World Trade Center never would have been destroyed
if it weren't for those pesky photographers.
