Default Air Train

What's the general feeling about Air Train?

It seems like a true boondoggle to me. You have to get to Jamaica to
catch air train, but there's no convenient transfer from either the
subway or the LIRR. Who planned this, and who approved it? More
importantly, who got paid off?

The prior situation was a free shuttle bus from the A train to the
terminals.
