Default West Side High Line

Was any thought ever given to making the High Line into an el to serve the
West Side? Now that the 7 will be extended to Javits, it would seem to make
sense.

They could be on a continuously-running belt, like an escalator for cars
-- as each cubbyhole drifts past, a car drives in, and when it gets to
the bottom, it drives out.

It would be a good way to catch drunk drivers, too.
