And yes, the question was answered.
But there are other historical issues to keep in mind -- most notably that
the H&M from the tunnel portal at Journal Square to Newark was operated
jointly with the PRR. The tracks between Harrison and Journal Square were
shared with the PRR Jersey City Branch. Parts still have pieces of catenary,
in fact.
What's more, crews had to be PRR-qualified; a brakeman/flagman with a big
bag of torpedoes, fusees, flags, lanterns and other paraphernalia got on
every westbound train at JSQ. and made the round trip to Newark. (Fares were
collected onboard until the implementation of the Aldene Plan, in fact, so
extra help west of JSQ was required anyway).
I understand that there are pay differentials in effect for running
Newark-33rd, and it requires a major modification of traditional work rules
(done only after 9/11 as a temporary measure).
Finally, it is assumed that people wanting to go to midtown via the PATH
from Newark are not time-sensitive in the first place, so the extra two
minutes for the transfer at JSQ is a non-issue for them.
