rental cars on nj transit lines?

That's obnoxious. And I think it might be illegal, as might be
requiring that you buy insurance.

the many nearby competitors?

Because they (discriminatorily) assume that people who rent cars in
cities without flying there are bad drivers. There was an issue some
number of years ago related to rental companies refusing to do
business with residents of the Bronx -- I don't remember the details,
but the companies got in some trouble for it.
