I doubt even thames water has 2 billion spare in the piggy bank. It'll
be corporate loans which will put up water bills as they spend 10
years paying off the debt + interest.

It's very good at flowing uphill inside a pipe.
It's even good at flowing uphill not in a pipe (steam engine taking on
water from a trough between the running lines).

Only if theres an equivalent downhill drop preceeding it which means
you'll get a u-bend where all sorts of crud can settle if the flow
isn't fast enough. To get a syphon effect you need the entire pipe
flooded - thats asking rather a lot for a pipe 7m wide.

No, that's not how siphons work.
And your reason why water doesn't flow uphill into a steam engine tender
from a trough is what???
