Too little benefit for who? The passengers? I think they'd be quite
happy to save a quid a trip.

They shouldn't even need that. Anyone with half a brain could solve
this problem - if you didn't start or end your journey in zone 1, you
travelled on the NLL and only travelled on tube lines that directly
connect to the NLL then you didn't go through zone 1.

Yes I find it absurd that TfL talks up the importance of the orbital routes
as a way to avoid the crushes and stresses of travelling through Zone 1, yet
the Oyster fare policy doesn't work to encourage such shifting.

Also are Zone 2 & 3 travelcards on Oyster charged extra for what is an
entirely valid journey on the TC alone?

I don't see how non-flat fares could be imposed on buses without
involving conductors etc, nor without a lot of investment in GPS or
something to tell the Oyster system where you got on and off, and with
people having to learn to touch out of buses, which would currently
charge you double.
