I'd suggest permanent marker, and also allow the CW or bartender to have
the honor of placing the stripe on any body part that rocks their boat.
I'd think this will save you an enormous amount of money in the long
run, providing you friend has some modesty...

Matt, if the stars won't stick to a Cheapovegas cap, make him wear a
cheap party hat or any hat that will hold the stars. The uglier the
better.

And instead of stars, maybe something more demeaning like hearts or
Hello Kitty faces.
