We did something like that for my brother-in-law. We bought 5-dollar
chips from our local casino and wrapped them in coloured foil, then
put them in a "treasure chest" style candy box (mixed in with the
candy). I then removed the the original label and made a colourful
phone label called "Roulette Candy" using a picture of a roulette
wheel, etc. It took him a while to realize that we hadn't just given
him candy - I even had to throw him a few hints that the candy looked
"tampered" with. It was a great hit..

Tropicana used to do that, but people exploited it. They bought gift
certificates with credit cards, redeemed the credit cards for chips
and cashed those out. They then got a 1% rebate on their credit card,
so they made money on it and the Trop was losing about 2% on every
transaction.

I guess it would work if you paid with cash. But who goes to Vegas
with extra cash just to buy gift certificates? I drink every last
penny I have with me.
