was to begin in Honolulu. My question when I read the article was, was
there an Environmental Impact review of that service. Do you know the
answer? And if there was no such review, why was there no such review? | |

I guess you're trying to make a legal point, Jerry?
Perhaps we should ask for an EIS whenever someone takes
a ferry whether it's to the other side of a river or
harbor or to another island? You don't think that
there is, or should be, a legal difference? After
reading Fukunaga's response in this morning's paper, it
sounds like the same question that you are asking.
Fukunaga should know better. Being a department head,
you wonder whether he has any common sense at all. | |

Why doesn't it apply in the case of the Honolulu Commuter Ferry? Do you
know the answer, or are you just assuming that it did not apply to the

I would think that the reason we have a national requirement for the
Environmental Impact Statement (review) is to consider ALL environment
impacts, not one that is as narrow as you mention. | |
