I'm not sure I understand.
Are the hate laws there to favor a minority that otherwise
would be mistreated by the justice system?

Yes. That's the purpose. We haven't found a way for the
system to work otherwise. In a perfect world, everyone
would be treated equally. These laws have been passed
because of too many people getting literally away with
murder.
