Right, intended something like needlessly accomodated thefts. The
repeat offender principle is well understood and addressed in many
other states. In fact, some of the folks I confront I suspect to be
from those states where they have used up 2 of their 3 strikes, but are
welcome in Hawaii to rack up dozens, assuming they can be even
convicted.
Some of the recent crimes have listed the criminal as having something
like 37 felonies and hundreds of lesser convictions. It is
incomprehensible that these folks are still running loose to "try to
turn their life around". 37 felony convictions mean maybe 3000 ones
actually took place - it takes so much courage and heartache and
perseverance by witnesses, victims, and police officers to make any
conviction at all, usually on a much lesser charge than is due. |
