Not only the Marshall islands. About 40 years ago, one
of my Japan relatives wanted to send his son to MidPac
because, being in the Japanese Govt service for
industry (I think it's called MITI) he wanted his son
to be fluent in English.
Actually, because he traveled so much, he was very
westernised and fluent in english. We met his son and
found that although he could understand the written
word, he could not communicate otherwise in english.
Unfortunately, the mother wanted her son to stay in
Japan during those years, and he went into medicine as
an MD rather than in the government-- much to the
chagrin of his father. The son broke a long line of
tradition.
